It seems that McCulloch pretty much grossly exaggerated the accusations though. And, I would argue anyway, that if McCulloch had just stated what was in the files this would not have been much of an investigation.
He was pretty careful to point out they were allegations. When I asked him about the other two issues, he says that they were in the redacted areas most likely.
He never said they were true as much as that they were accusations made in the file. The problem was McCulloch didn’t have custody of the files so he had to do it from memory.
