It’s unclear to me how illegal some of this is, but scandals can be borne of completely legal behavior. The Sun-Times does a good job connecting the dots in this article. Normally, I’d insert the disclaimer that State Dems have similar issues, but that isn’t necessary since Jack Franks is right in the middle of much of this.
