The Smith Money Trail

Kudos to the most complete article yet on the subject of Smith’s intermingling of campaign funds with city funds and the reporting of those funds to Susan DeMarr Lafferty at the Herald News

The question I couldn’t figure out was where those expenses were reported–as I mentioned previously, one cannot just list credit card payments, but most list specific expenses. Lafferty tracks down the expenses and spot compares them to the credit card bills and I am shocked, shocked I tell you, to report the expenses don’t match the credit card bill details.

What seems obvious to me is that campaign funds generally have to be spent on political expenses. It is questionable that many of these are political expenses. Some are, others appear to be personal expenses. I believe that is a violation, but I don’t know the intricacies of the law.

But what I do know, you don’t get to charge political expenses to the town and then reimburse. That is a clear violation of the law. Using public funds for political purposes even if reimbursed is illegal. Jeff Trigg claims any personal use is illegal also—I simply don’t know the law well enough to fully understand that issue.

I also want to remember, it isn’t a mystery where the $1300 charge is from labeled Chicago Food and Beverage. It was the VIP Club also.

Weller?s campaign manager, Steve Shearer, said Thursday Smith may have served as the congressman?s campaign chairman during Weller?s re-election announcement in Joliet on Dec. 8, 2005.

?But, I think Mr. Weller may have just said Smith was the campaign chairman,? Shearer noted. ?He hasn?t said anything about it since then, and Mr. Smith has not had a role in the congressman?s campaign.?

Shearer said Smith was master of ceremonies at Weller?s announcement event.

?Mr. Weller had a couple of mayors there. Mayor Art Schultz of Joliet couldn?t speak well, and so the congressman needed another local mayor and Mr. Smith was there,? said Shearer.

Good For Kennedy

Driving while under the influence is a crime whether one is addicted or not, so I imagine there will be further legal consequences, but I wish him good luck in rehab.

That said, part of the point about him is based on very odd behavior reported to me on his last visit to Saint Louis. It appears we have a pretty good explanation now. On top of his current problems, he reportedly was diagnosed as being bi-polar and frankly, he’s not doing bad given all that.

I assume Rush will say something stupid about it.

The numbers are both chilling and numbing: 400,000 are dead, 2.5 million have been displaced from their homes and 3.5 million are hungry. Still unexplained is a $1,300 charge listed to “Chicago Food & Beveridge” that was made the same night as the bachelor party.

Smith said he can’t remember what he purchased.

I can answer that question

He has some serious violations as well since he did not report the reimbursements to the town from his campaign finance reports–something I wondered about yesterday, but wasn’t sure.

New Lenox Mayor Mike Smith has failed to tell the state about at least $10,500 in payments made from his campaign committee to cover bar tabs, $100 tips and $300-a-night hotel rooms charged to the village’s credit card, records show.

Other personal expenses Smith has charged to the village credit card ? like baseball merchandise and theater tickets ? did not have to be directly reported to the Illinois Board of Elections because they cost less than $150.

In contrast, the charges totaling more than $1,500 at a Chicago strip club were reimbursed from a private bank account held by Smith and his wife.

For at least three years, records obtained by the Daily Southtown reveal, Smith has repaid personal expenses charged to the village from his Friends of Mike campaign committee.

The checks are signed by New Lenox Township clerk Sharon Boyd, the committee’s treasurer.

Smith did not report payments of $150 and higher as required by the Illinois Board of Elections in either 2004 or 2005, the years reviewed by the Southtown.

“If there are checks written to the village and not reported, that’s something that needs to be addressed,” said Rupert Borgsmiller, director of campaign disclosure for the Illinois Board of Elections.

Smith told the Southtown he did not know why the bills ? mostly for Chicago hotels like the Hyatt or Chicago restaurants like Tavern on Rush ? were not reported.

Perhaps he needs to be screened for Alzheimers since his memory is so bad.

At first, I thought the reimbursement scheme was to avoid having to report the specifics on his campaign finance report. It’s usually done where someone charges something and then Visa payment shows up instead of what was actually purchased. In this case, he wasn’t even doing that–he just didn’t report the payments at all.

Priorities, Priorities

1) Protect the President from being investigated
2) Win the War on Terror

If Democrats take control of the Senate in ’06, they will cancel the Bush tax cuts, allow liberal activist judges to run our courts and undermine all Republican efforts to win the War on Terror.

Even worse, they will call for endless congressional investigations and possibly call for the impeachment of President Bush!
