The difference between Federal legislation and State legislation is that the issue of abortions will get &#039;kicked back&#039; to the states if Roe v Wade is ever reversed.

That&#039;s the point of conservatives&#039; introducing legislation like this in State legislatures and why there actually is a rather significant difference between such a statute at the Federal vs State level. In other words, the exact same bill might be &quot;window dressing&quot; on the Federal level but be much more pertinent on the State level.</description>
