A .29 “And percentage” is pretty startling, but I rather like starting sentences and paragraphs with conjunctions.
The more glaring problem is that three paragraphs in a row began with “And”.
Starting three consecutive paragraphs with the same word is lazy and ugly writing.
But maybe that’s how they make journalism in Canada…

There are perfectly good stylistic reasons to pursue repeated ands. One could be listing a series of issues that are related and using the And to focus on the number of items.
She is not doing that. I do that without an editor. She, supposedly, has one.
